SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 78B - Racing Commission

NOTWITHSTANDING ANY OTHER PROVISIONS OF THIS ARTICLE,
RACING MAY NOT BE CONDUCTED AT THE SOUTHERN MARYLAND
AGRICULTURAL ASSOCIATION OF PRINCE GEORGE'S COUNTY ON ANY
SUNDAY.

Notwithstanding any other provisions of this article,
racing may be conducted at any licensed racetrack in
Worcester County on Sunday, with the approval of the Racing
Commission and of the County Commissioners.]

28.

(A)  NOTWITHSTANDING ANY OTHER PROVISIONS OF THIS
ARTICLE, RACING MAY NOT BE CONDUCTED ON ANY SUNDAY AT
LICENSED RACETRACKS IN BALTIMORE CITY AND ANNE ARUNDEL,
BALTIMORE, HOWARD, AND PRINCE GEORGE'S COUNTIES.

(B)  FOR ANY LICENSED RACETRACK IN WORCESTER COUNTY,
RACING MAY BE CONDUCTED ON SUNDAY WITH THE APPROVAL OF THE
HARNESS RACING BOARD AND THE COUNTY COMMISSIONERS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.
