SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 88D - State Lottery

For the purposes of this article.

(a) "Commission" means the State Lottery ADVISORY
Commission established by this article.

(b) "Agency" means the State Lottery Agency created in
this article.

(e) "Lottery" or "State" lottery means the lottery
established and operated pursuant to this article.

(d) "Director" means the director of the State Lottery
Agency.

(A) There is hereby established a State Lottery

Agency, which shall include a State Lottery ADVISORY

Commission and a director.

(B) (1) IN ACCORDANCE WITH THE ADMINISTRATIVE

PROCEDURE ACT, THE AGENCY SHALL ADOPT RULES GOVERNING THE
ESTABLISHMENT AND OPERATION OF A STATE LOTTERY. THE RULES
SHALL PROVIDE FOR ALL MATTERS NECESSARY OR DESIRABLE FOR THE
EFFICIENT AND ECONOMICAL OPERATION AND ADMINISTRATION OF THE
LOTTERY AND FOR THE CONVENIENCE OF THE PURCHASERS OF TICKETS
OR SHARES AND THE HOLDERS OF WINNING TICKETS OR SHARES, AND
SHALL INCLUDE THE FOLLOW REQUIREMENTS AND LIMITATIONS.

(I) REGULAR DRAWINGS OR SELECTIONS OF

WINNING TICKETS OR SHARES ON NO LESS THAN A WEEKLY BASIS;

(II) NO PERSONS UNDER THE AGE OF 21 YEARS
LICENSED AS AGENTS TO SELL TICKETS OR SHARES; AND
