GRADE, REGRADE, FILL, REPAIR, AND RECONSTRUCT ANY PRIVATE
DIRT OR GRAVEL ROAD WHICH WAS BEING MAINTAINED WHEN THE
COUNTY ROADS ORDINANCE WAS ADOPTED IN NOVEMBER, 1975.
