(2) CONDUCT PUBLIC HEARINGS ON THE NECESSITY OR
ADVISABILITY OF THE PROPOSED MODIFICATION OF RATES, CHARGES,
LEVIES, OR ASSESSMENTS.
(B) THE PUBLIC SERVICE COMMISSION OF MARYLAND SHALL
DETERMINE, UPON APPEAL, THE REASONABLENESS OF ALL
ASSESSMENTS, TAX LEVIES, OR SERVICE CHARGES, AS IN THE CASE
OF PUBLIC SERVICE CORPORATIONS, UPON THE WRITTEN COMPLAINT
OF ANYONE FINANCIALLY INTERESTED, OR UPON THE WRITTEN
COMPLAINT OF THE BOARD OF COUNTY COMMISSIONERS OF WASHINGTON
COUNTY UNDER REGULATIONS PROMULGATED BY THE PUBLIC SERVICE
COMMISSION. ALL APPEALS SHALL BE TAKEN WITHIN 30 DAYS FROM
THE DATE OF THE PROMULGATION OR LEVY OF ANY SUCH ASSESSMENT,
TAX LEVY, OR SERVICE CHARGE BY THE WASHINGTON COUNTY
SANITARY COMMISSION.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.

AN ACT concerning
Election Reports to be Filed by a Candidate
and the Candidate's Treasurer
FOR the purpose of requiring the first report of
contributions and expenditures to be filed no later
than a certain date preceding any primary election;
eliminating the filing of the report previously due by
the third Tuesday after any election, and requiring
that these reports contain all contributions received
and expenditures made through a certain day before the
report is to be filed.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY. OF
