698                                     LAWS OF MARYLAND                                 Ch. 143

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT concerning

Maryland Environmental Service - Secretary

FOR the purpose of enabling the secretary of the Maryland
Environmental Service to delegate certain duties,
subject to certain conditions.

BY repealing and reenacting, with amendments,

Article - Natural Resources
Section 3-103(e)
Annotated Code of Maryland
(1974 Volume and 1978 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article - Natural Resources

3-103.

(e) (1) The secretary shall keep a record of the
proceedings of the board of directors and be custodian of
all books, documents, and papers filed with the Service and
of the minute book or journal of the Service and its
official seal. He may have copies made of all minutes,
records, and documents of the Service and certify them to be
true copies under the official seal of the Service. Any
person dealing with the Service may rely upon these
certificates, and certified copies shall be received as
evidence in any court or other tribunal in the State, in the
same manner and with the same effect as if the original
books, papers, entries, records, or proceedings could be
produced.
