The following boards, commissions, committees,
councils, departments, divisions and offices of the State
government shall be included within the Department of Human
Resources: the Employment Security Administration
established pursuant to § 205F of this article, the Board of
Appeals of such Employment Security Administration, the
Social Services Administration established pursuant to §
205F of this article, the State Board of Social Services,
the Office of [Economic Opportunity] COMMUNITY SERVICES, and
such other agencies, boards, commissions, committees,
councils or units of government as may hereafter pursuant to
law be declared to be part of the Department of [Employment
and Social Services] HUMAN RESOURCES.

The Office of [Economic Opportunity] COMMUNITY SERVICES
is hereby created for the general purpose of administering
in the State of Maryland the Federal [Economic Opportunity
Act of 1964 (PL 88-452),] HEADSTART, ECONOMIC OPPORTUNITY
AND COMMUNITY PARTNERSHIP ACT OF 1974 (PL 93-644) AND of
creating and participating in various areas and types of
youth and work-training programs; urban and rural community
action programs; special programs to combat poverty in rural
and urban areas; employment and investment incentive
programs; work-experience programs and of combating
unemployment and assisting in the education, training and
economic betterment of citizens of the State of Maryland.

(a) The Office of [Economic Opportunity of the State
of Maryland shall be] COMMUNITY SERVICES IS part of the
State Department of [Employment and Social Services] HUMAN
RESOURCES. The Secretary [of Employment and Social
Services] HUMAN RESOURCES, with the approval of the
Governor, shall appoint an Executive Director of the Office
who shall be chief administrative and executive officer
thereof. The Secretary [of Employment and Social
Services], with the approval of the Governor, [shall] also
SHALL appoint a deputy director of the Office who shall be
the principal assistant to the Executive Director. They
shall not be subject to the provisions of Article 64A of
this Code, and shall be selected because of their known
experience and interest in the advancement and development
of economic opportunity. They shall receive such salaries
as provided in the budget from time to time.
(b) The exercise of all authority, duties, and
functions vested in the Office of [Economic Opportunity]
COMMUNITY SERVICES or the Executive Director or deputy
director thereof by the provisions of this subtitle or by
any other laws of this State shall be subject to the
authority of the Secretary of [Employment and Social
