approval as to its legality. Every officer, department,
board, commission, bureau and similar agency of the State
government other than those within the Legislative and
Judiciary Departments who has power to make, promulgate,
adopt or enforce rules and regulations shall file copies of
them pursuant to the provisions of the State Document Law.
No rule or regulation hereafter made, promulgated or adopted
is effective until after compliance with this section.

(B) ANY RULE OR REGULATION PROMULGATED BY AN
ADMINISTRATIVE OR EXECUTIVE AGENCY OF THE STATE OF MARYLAND
SHALL BE BASED ON SPECIFIC STATUTORY AUTHORITY AND SHALL
CONTAIN A NOTATION THE CITATION OF THE STATUTORY AUTHORITY
UPON WHICH IT IS BASED.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1979.

FOR the purpose of renaming the Maryland Office of Economic
Opportunity as the Office of Community Services; and
correcting certain obsolete references to State

Section 205A; and 361 through 364, inclusive, to be

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
