EXECUTIVE ORDER OF NOVEMBER 14, 1978

AUTOMATED INCOME MAINTENANCE SYSTEM

DEPARTMENT OF HUMAN RESOURCES

WHEREAS, Article 88A of the Annotated Code of Maryland
establishes a system of local departments of social
services whose programs are supervised, directed, and
controlled by the Social Services Administration of the
Department of Human Resources; and

WHEREAS, The local departments of social services are units
of the Executive Branch of State Government and are
principally supported by State and Federal funds
appropriated to the Department of Human Resources
through the State budget; and

WHEREAS, The Department of Human Resources has developed an
automated statewide income maintenance system, pursuant
to Section 3(b) of Article 88A, which standardizes for
the State's income maintenance programs the
determination of eligibility and the calculation of the
amount of benefit, and enables these functions to be
administered statewide in a uniform and consistent
manner; and

WHEREAS, Article 88A authorizes the Social Services
Administration to assume local income maintenance
functions if necessary for the efficient administration
of a statewide income maintenance system; and

WHEREAS, Article 88A provides that any change in the
assignment and performance of income maintenance
functions shall be effected by Executive Order; and

WHEREAS, It is necessary for the efficient administration of
the income maintenance programs that the
responsibilities of local departments of social
services for the determination of eligibility and
calculation of benefits in those programs be assumed by
the Social Services Administration to the extent
necessary for efficient implementation of the automated
income maintenance system;

NOW, THEREFORE, I, BLAIR LEE III, ACTING GOVERNOR OF THE
STATE OF MARYLAND, PURSUANT TO THE AUTHORITY VESTED IN
ME BY ARTICLE II, SECTIONS 6 AND 24 OF THE CONSTITUTION
OF MARYLAND, AND BY ARTICLE 41, SECTIONS 15C AND 15CB,
AND ARTICLE 88A, SECTION 3(B) OF THE ANNOTATED CODE OF
MARYLAND, HEREBY PROMULGATE THE FOLLOWING EXECUTIVE
ORDER, EFFECTIVE IMMEDIATELY:

1. The Department of Human Resources shall implement
