issued by the State Department of Assessments and Taxation
to the supervisors of assessments for use by the assessors
in valuing real property for assessment purposes, be
supplied to all public and branch libraries in the State of
Maryland at the time of their issuance.
I believe that House Bill 1797, which would be extremely
costly to the State, would not result in a corresponding
benefit to the citizens of the State. It is unreasonable,
for example, to supply each public library and branch with
the commercial manuals, the industrials manuals, or the
extensive Department directives. Documents of this sort are
available for public scrutiny in every local assessment
office and there simply is not an adequate public need to
justify the added expense of placing additional copies in
every library.
Since provision for the needs of the public are made
adequately under the present law, as amended by House Bill
689, together with the administrative practice of making
other publications available in local assessment offices, I
have decided to veto House Bill 1797.

Loan of 1979
FOR the purpose of authorizing the creation of a State Debt
in the amount of $50,000,000 $55,000,000 $65,000,000
62,000,000, the proceeds to be used to finance the
construction of public school buildings and public
school capital improvements in this State; and
providing generally for the issue and sale of bonds
evidencing the loan.
