More importantly, I am very much concerned that this
bill sets a questionable precedent that would readily be
expanded to include other forms of game and fish.
For these reasons I have decided to veto House Bill
1771.

AN ACT concerning
Real Property Assessments
FOR the purpose of requiring that all Maryland assessment
manuals and publications and all supplements thereto
which are issued by the State Department of Assessments
and Taxation for use by the assessors in valuing real
property for assessment purposes shall be supplied to
all Maryland public and branch libraries at the time of
their issuance.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1797.
The existing law requires that the Department of
Assessments and Taxation supply each public library and
branch in the State with one or more copies of the most
current assessment manual and annual supplements which are
used for assessment purposes. House Bill 689, which was
enacted by the General Assembly and approved by me today
adds the requirement that the Department supply copies of
the Assessor's Administrative Manual to the libraries.
This bill, House Bill 1797, would mandate that all
Maryland assessment manuals and publications, and all
supplemental pages and other supplements thereto, which are
