purpose is reflected in the title of the bill as introduced.
However, as the bill passed the General Assembly it simply
abolishes the St. Mary's County Youth Commission. All
provisions concerning the establishment of a Children's
Council were deleted from the text of the bill but
references to the Council were not deleted from the title.
The intent may have been to refer to the replacement of the
Youth Commission by a Children's Council established
pursuant to Art. 49D, Sec. 4. However, this does not
account for the references in the title of the bill to the
authority of the County Commission to furnish office space,
equipment and certain services and to appropriate certain
funds for the Council and to the authority of the Council to
employ staff and appoint groups to assist it. As these
references are not mere surplusage, but are affirmatively
misleading, the bill does not meet the requirement of Art.
III, Sec. 29 of the Constitution that "every Law enacted by
the General Assembly shall embrace but one subject, and that
shall be described in its title." See Allied American
Mutual Fire Insurance Co. v. Commissioner of Motor Vehicles,
219 Md. 607 (1959).

District Court Jurisdiction - Zoning Codes
FOR the purpose of empowering the District Court to issue
injunctions to enforce county and municipal zoning
codes in actions brought by a county, or municipality,
or its appropriate agents.

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1716.
This bill empowers the District Court to issue
injunctions to enforce county and municipal zoning codes in
certain actions.
