Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1712.
According to its title, this bill is intended to amend
the Public Local Laws of St. Mary's County for the purpose
of replacing the St. Mary's County Youth Commission with the
St. Mary's Children's Council. However, this measure merely
abolishes the St. Mary's County Youth Commission.
The Attorney General has advised me that the title of
House Bill 1712 is defective and therefore in contravention
of Article III, Section 29 of the Maryland Constitution. A
copy of the Opinion of the Attorney General is attached and
should be considered a part of this veto message.
For this reason, I have decided to veto House Bill
1712.

Dear Governor Hughes:
This is to advise you that we have reviewed House Bill
1712, concerning the St. Mary's County Youth Commission, for
legal sufficiency and constitutionality. Because of a
defective title, we do not approve the bill.
As introduced, the bill amends the Public Local Law of
St. Mary's County to replace the St. Mary's County Youth
Commission with the St. Mary's Children's Council. This
