House Bill No. 1000

AN ACT concerning

Rape and Sexual Offenses — Doctor and Hospital Charges

FOR the purpose of changing the procedure for the payment of
certain doctor and hospital charges for the victims of
rape and sexual offenses; and generally relating to
payment of doctor and hospital costs for rape and
sexual offense victims.

Dear Mr. Speaker;

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1000.

This bill changes the procedure for payment of
physicians and hospital bills for victims of rape or sexual
offense.

I have today vetoed Senate Bill 552, which would
accomplish essentially the same purpose as this bill. For
the same reasons given in the veto message accompanying
Senate Bill 552, I have decided to veto House Bill 1000.

AN ACT concerning

Mental Hygiene Administration and Mental Retardation
Administration Facilities - Transfers

FOR the purpose of allowing the transfer of certain persons
from one type of residential facility to another in
certain circumstances and upon a certain request; and
establishing a procedure for resolving disputes between
the Mental Hygiene Administration and the Mental
Retardation Administration as to transfers.
