Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 881.

This bill authorizes the creation of a State debt in
the amount of $1,000,000 to be used for the renovation and
conversion of the existing City Jail Food Service Building
into a vocational/educational training center and dormitory.

Senate Bill 536, which was enacted by the General
Assembly and signed by me on May 29, 1979, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign House Bill
881.

AN ACT concerning

Medical Treatment for Juvenile Inmates
of the Baltimore City Jail

FOR the purpose of granting authority to the warden of the
Baltimore City Jail and his designees to provide for
medical treatment of juvenile inmates under certain
conditions; and conferring a certain immunity from
liability therefor.
