problems to which House Bill 821 is addressed are valid
governmental concerns, I do not think that, when taken
together with the existing federal program, the measure
would be cost effective.

For this reason, I have decided to veto House Bill 821.

House Bill No. 825

AN ACT concerning

Unemployment Compensation — Employees of
Boards of Education

FOR the purpose of removing altering the exclusion from
unemployment benefits for certain employees of Boards
of education; and making technical corrections.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 825.

This bill requires each educational institution to
provide the Employment Security Administration with the name
and social security number of each nonprofessional worker,
before July 1, who has reasonable assurance that he will
perform the service in the next academic year or term.

The Attorney General has advised me that the title of
House Bill 825 is defective and therefore in contravention
of Article III, Section 29 of the Maryland Constitution. A
copy of the Opinion of the Attorney General is attached and
should be considered a part of this veto message,

For this reason I have decided to veto House Bill 825.
