As the Chief Executive, I am prepared to accept the
responsibility for insuring that the agencies of the
executive branch are responsive to the legitimate inquiries
of our citizens, and to promulgate an appropriate Executive
Order should any need for such formal and specific direction
be demonstrated.
In the meantime, for apparently the same reasons which
led the Legislature to exempt its departments and agencies
from the unnecessary requirements of this measure, I have
decided to veto House Bill 461.

House Bill No. 569
AN ACT concerning
Creation of a State Debt - Public Junior
and Community College Buildings
FOR the purpose of authorizing the creation of a State Debt
in the amount of $2,000,000, the proceeds to be used to
supplement the financing of the design and construction
of public junior or community college buildings, site
development, and facilities and of acquisition of
certain necessary property by the counties, including
Baltimore City; and providing generally for the issue
and sale of bonds evidencing the loan.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 569.
This bill authorizes the creation of a State debt in
the amount of $2,000,000 to be used to supplement the
financing of the construction of public junior or community
college buildings.
