House Bill No. 226

AN ACT concerning

Vehicle Laws — Nonpayment of Judgments

FOR the purpose of providing that the Motor Vehicle
Administration may not suspend the driving privilege of
a State resident upon the request of an out—of State
judgment creditor unless the judgment is docketed in a
certain court of this State and notice has been given
to the State resident.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 226.

House Bill 226 was introduced to ensure that Maryland
residents are afforded due process when a judgment is
entered against a Maryland motorist as a result of a motor
vehicle accident in another state by requiring that the
judgment be docketed in a Maryland court and notice given to
the Maryland resident.

Unfortunately, the bill does not address certain
procedural problems which would be created upon its
enactment. I have been advised by the Department of
Transportation that these procedural concerns will be
discussed with the Administrative Office of the Courts and
appropriate departmental legislation will be submitted for
introduction in the 1980 Session of the General Assembly.

For these reasons stated, I have decided to veto House
Bill 226.
