FOR the purpose of providing officials of municipal
corporations with qualified immunity from civil
liability as to certain claims arising from the scope
of their employment, with an exception; and requiring
the governing bodies of municipal corporations to
provide defense for its officials against certain
claims.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 820.

This bill provides officials of municipal corporations
with qualified immunity from civil liability as to certain
claims arising from the scope of their employment.

House Bill 1475, which was enacted by the General
Assembly and signed by me on May 29, 1979, accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
820.

Higher Education - General State and Senatorial
Scholarship Funds

FOR the purpose of providing that unused funds under the
General State and Senatorial Scholarship programs carry
over to the next fiscal year as 1-year General State
awards.
