Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 520.
This bill transfers elevator inspectors in the
Department of Housing and Community Development from
employment by Baltimore City to employment by the State.
House Bill 834, which was enacted by the General
Assembly and signed by me on May 29, 1979, accomplishes the
same purpose.
Therefore it is unnecessary for me to sign Senate Bill
520.

AN ACT concerning
Cigarettes — Sales Tax, Use Tax, and Sales
FOR the purpose of revising certain definitions in the
Unfair Cigarette Sales Act to include customary cash
discount and cigarette taxes in the basic cost of
cigarettes; exempting cigarette sales from retail level
sales taxes; requiring wholesalers to collect a sales
tax on cigarettes; providing a certain means for
calculating the amount of sales tax on cigarettes and
for the payment thereof; imposing a certain use tax on
cigarettes equal to the sales tax; and generally
relating to certain taxes to be imposed on cigarette
sales.
