A House Joint Resolution concerning
Consolidated Manpower Program
FOR the purpose of requesting the Governor to review and
evaluate implementation of Consolidated Manpower
Programs for all agencies and departments of State
government; and to report to the General Assembly.
WHEREAS, The size and cost of the State government's
workforce has increased significantly and constitutes a
major portion of its expenditures; and
WHEREAS, Due to expanded programs, assumption of local
responsibilities, and other reasons, between 1,000 and 2,000
new positions are added annually to the State budget. For
fiscal year 1980, salaries, wages and benefits ($1.2
billion) comprise 2 5.4 percent of the State of Maryland's
total budget; and
WHEREAS, Due to inappropriate job classifications,
extensive job turnover, periodic job vacancy, freezes, and
other reasons, the number of vacancies in State jobs is
high; and
WHEREAS, Normal budgetary procedures seem incapable of
minimizing the growth of State personnel and constraining
the resultant fiscal effects; and
WHEREAS, A different approach has succeeded in making
inroads in personnel growth within the Department of
Transportation; and
WHEREAS, The Consolidated Manpower Program in the
Department of Transportation resulted in the effective
utilization of manpower; the maximum flexibility for
allocation of manpower consistent with good management
practices; and the reduction in the number and size of
Department requests for manpower resources; now, therefore,

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor evaluate the feasibility of implementing a
Consolidated Manpower Program, or elements thereof,
