2158                                  JOINT RESOLUTIONS

FOR the purpose of requesting the Maryland Department of
Agriculture to encourage the farmers of Maryland to
grow sunflowers as an agricultural crop.

WHEREAS, A new variety of high oil producing sunflower
seed has been introduced in the United States; and

WHEREAS, Sunflower oil has been shown to be a
profitable oilseed crop for farmers, surpassing soybeans in
productivity; and

WHEREAS, Sunflowers are easily produced on Maryland
soil and do not deplete the farmland; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Maryland Department of Agriculture develop a program to
encourage Maryland farmers to grow sunflowers and to aid in
the conversion of cropland to the production of sunflowers;
and be it further

RESOLVED, That a copy of this Resolution be sent to the
Secretary of Agriculture, Parole Plaza Shopping Center,
Annapolis, Maryland 21401.

A House Joint Resolution concerning

Interstate Public Service Commission Utility
Advisory Committee Commission

FOR the purpose of requesting the establishment of an
Interstate Public Service Commission Utility Advisory
Committee Commission with the responsibility of
determining whether there is a need and if it is
feasible to create an interstate utility regulatory
agency.

WHEREAS, There are several gas and electric companies
servicing Maryland and the surrounding states; and

WHEREAS, There is a growing public concern over gas and
electric rates; and

WHEREAS, The gas and electric companies servicing
surrounding states as well as Maryland are governed both by
the Public Service Commission in Maryland and the comparable
body in the other states that the company services; and
