(C)    "COMMISSION" MEANS THE CENTRAL MARYLAND REGIONAL
CULTURAL COMMISSION.

(D)    "CULTURAL" INCLUDES ARTISTIC, RECREATIONAL AND
EDUCATIONAL ACTIVITIES AND FUNCTIONS.

(E)    "POLITICAL SUBDIVISION" MEANS ANY OF THE SIX
JURISDICTIONS WITHIN THE BALTIMORE REGION AS DEFINED IN
SUBSECTION (G) BELOW.

(F)    "PUBLIC SECTOR REPRESENTATIVE" MEANS ANY MEMBER
OF THE BOARD OF DIRECTORS WHO IS A PUBLICLY ELECTED
REPRESENTATIVE OF THE CITIZENS OF THE REGION, OR AN
INDIVIDUAL AUTHORIZED BY SUCH MEMBER TO ACT ON HIS OR HER
BEHALF.

(G)    "REGION" OR "BALTIMORE REGION" MEANS THE STANDARD
METROPOLITAN STATISTICAL AREA COMPRISED OF BALTIMORE CITY
AND ANNE ARUNDEL, BALTIMORE, CARROLL, HARFORD, AND HOWARD
COUNTIES.

THE COST OF CULTURAL ACTIVITIES IN THIS STATE,
INCLUDING THE MAINTENANCE AND EXPANSION OF CAPITAL
FACILITIES, HAS INCREASED TREMENDOUSLY OVER THE LAST FEW
YEARS. THIS IS PARTICULARLY TRUE IN THE BALTIMORE-CENTRAL
MARYLAND METROPOLITAN AREA, WHERE A NUMBER OF FACILITIES
PRESENT CULTURAL PROGRAMS FOR THE BENEFIT OF THE CITIZENS OF
A REGION WHICH INCLUDES THE CITY OF BALTIMORE AND ANNE
ARUNDEL, BALTIMORE, CARROLL, HARFORD, AND HOWARD COUNTIES.
IT IS THE INTENT OF THE GENERAL ASSEMBLY TO PERMIT THE
POLITICAL SUBDIVISIONS TO SHARE IN THE CAPITAL AND OPERATING
EXPENSES OF REGIONAL CULTURAL FACILITIES BY CREATING
AUTHORIZING THE CREATION OF THE CENTRAL MARYLAND REGIONAL
CULTURAL COMMISSION WHICH SHALL PLAN, COORDINATE, AND
FINANCE THOSE CULTURAL FACILITIES IN THIS DESIGNATED REGION
OF THE STATE, WHICH EACH OF THOSE SUBDIVISIONS BELIEVE
SHOULD BE COOPERATIVELY FINANCED,

(A)    A BODY CORPORATE AND POLITIC TO BE KNOWN AS "THE
CENTRAL MARYLAND REGIONAL CULTURAL COMMISSION" IS AUTHORIZED
TO BE CREATED BY ALL OF THE PUBLIC SECTOR REPRESENTATIVES
OF THE POLITICAL SUBDIVISIONS OF THE BALTIMORE REGION. IT
SHALL BE AN AGENCY OF THE REGIONAL PLANNING COUNCIL, AN
INSTRUMENT OF THIS STATE AND A PUBLIC CORPORATION BY THAT
NAME, STYLE, AND TITLE. IT MAY CONTRACT AND BE CONTRACTED
WITH, SUE AND BE SUED, IMPLEAD AND BE IMPLEADED, AND
COMPLAIN AND DEFEND IN ALL COURTS OF LAW AND EQUITY.

(B)    THE COMMISSION SHALL HAVE A BOARD OF DIRECTORS,
AS ESTABLISHED BELOW.
