(2) (II) TWO-THIRDS OF THE PROFITS RECEIPTS SHALL
BE DISTRIBUTED TO THE COUNTY FOR ALL GALLONAGE RECEIPTS FROM
DISTILLED SPIRITS.

(III) THE COST OF OPERATING THE LIQUOR CONTROL

BOARD AND SALARIES OF ITS EMPLOYEES SHALL BE PAID FROM THE

REVENUES DERIVED FROM LICENSE FEES. SHOULD ADDITIONAL

OPERATING FUNDS BE REQUIRED, THEY SHALL COME FROM THE

GALLONAGE RECEIPTS RECEIVED BY THE COUNTY.

165.

[(c) The liquor control board shall keep separate
accounts of the operations conducted at each dispensary
which shall show the gross revenue of each dispensary and
also the net revenue derived therefrom. After setting aside
at each dispensary the necessary reserve for the proper
conduct thereof, the board shall, as often as it may deem to
the best interests of the county or municipal corporation
interested, and at least semiannually, make a distribution
of the net proceeds as follows: to the towns of Aberdeen and
Bel Air and to the City of Havre de Grace, one half of the
net proceeds from the liquor dispensaries located within the
corporate limits or within one mile of the corporate limits
of the municipality where located to be used by the county
or municipal corporation for debt service, operating
expenses or for whatever other purposes may be deemed best.
The balance of the net proceeds from those dispensaries and
all the proceeds of other dispensaries shall be distributed
to Harford County.]

SECTION 2., AND BE IT FURTHER ENACTED, That before this
Act becomes effective it shall first be submitted to a
referendum of the legally qualified voters of Harford County
at the general election to be held in November of 1980. The
cost of the special election, if any, shall be paid by the
County Council. The County Council and the Board of
Supervisors of Elections of Harford County shall do those
things necessary and proper to provide for and hold the
referendum here required. There shall be printed on the
ballots or ballot labels to be used at this election the
title of this Act and underneath the title, on separate
lines, a square or box to the right of and opposite the
words: "For Abolishing Liquor Dispensary System" and a
corresponding square or box to the right of and opposite the
words "Against Abolishing Liquor Dispensary System" so that
each voter of the county may designate his or her decision
for or against the provisions of this Act. If a majority of
the votes cast in the election are "For Abolishing Liquor
Dispensary System" the provisions of this Act shall become
effective on December 15, 1980, but if a majority of the
votes cast in the election are "Against Abolishing Liquor
Dispensary System" the provisions of this Act shall be of no
effect and null and void.
