SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Code of Public Local Laws
of Maryland be repealed, amended, or enacted to read as
follows:

Article 11 — Frederick County

M0A-1.

(a)    For the purpose of carrying out the provisions of
this chapter, the sanitary district created hereafter is
under the jurisdiction of a commission of five persons, all
of whom shall be appointed by the county commissioners of
Frederick County, and all of whom shall reside in Frederick
County, be resident taxpayers of said county and qualified
voters thereof. The members of the commission shall receive
such compensation as may be determined by the county
commissioners from time to time. The term of each of the
five members is five years or until their successors are
appointed and have qualified, except that the first
commissioner named by said commissioners shall serve for one
year, the second shall serve for two years, the third shall
serve for three years, the fourth shall serve for four
years, and the fifth shall serve for five years from the
dates of their respective appointments; and as the term of
each commissioner expires, his successor shall be appointed
by the county commissioners. The commission shall name its
chairman and vice—chairman. Any vacancy in the membership
of the commission shall be filled by appointment by the
county commissioners for the unexpired term. The members of
the commission are a body corporate by the name of the
"Frederick County Metropolitan Commission" (referred to
elsewhere in this chapter as "the commission"), with the
right to use a common seal, to sue and be sued, and to do
any and all other corporate acts for the purpose of carrying
out the provisions of this subheading. Nothing in this
section shall be construed to affect the rights and
liabilities of the Commission; and as reconstituted, the
continuity of the commission's legal existence shall not be
impaired.

(b)    The commission shall appoint and discharge at
their pleasure a secretary—treasurer, a chief engineer, a
chief administrative officer and such other engineering,
legal, clerical and other personnel as the commission shall
deem necessary at such wage or salary scales as may be
approved by the county commissioners. The
secretary—treasurer appointed by the commission shall be the
collector of all charges and assessments made by the
commission, and shall receive and account for all monies
which shall be due and payable to the commission from any
source whatsoever. All monies deposited shall be protected
by a depository bond, or by such other securities as may be
approved by the commission. The secretary—treasurer shall
give bond to the State of Maryland, to the amount, of twenty
