AN INDIVIDUAL SHALL BE LICENSED BY THE BOARD BEFORE HE (B) EXCEPTIONS. (1) THIS SECTION DOES NOT APPLY TO A STUDENT (2) ANY INDIVIDUAL WHO WAS LICENSED BY THE STATE 144-14. QUALIFICATIONS OF APPLICANTS. (A) IN GENERAL. TO QUALIFY FOR A LICENSE, AN APPLICANT SHALL BE AN (B) MORAL CHARACTER. THE APPLICANT SHALL BE OF GOOD MORAL CHARACTER. (C) AGE. THE APPLICANT SHALL BE AT LEAST 18 YEARS OLD. (D) EDUCATION.
