(3) Hearings and judicial review of Board
decisions shall be in accordance with the Maryland
"Administration Procedure Act" of this Code. In addition,
parties complained against are entitled to be represented by
counsel. Revocation, suspension, or denial of a license by
the Board may not be stayed pending judicial review.
(4) If the license has been revoked or
suspended, the current license to practice or teach shall be
returned to the Board. If the revoked or suspended license
has been lost, a statement under oath to this effect shall
be filed with the Board.
(5) A revoked or suspended license may be
reinstated after 1 year at the discretion of the Board.
(g) (1) Registered electrologist license fee shall
be $100 renewable biennially on October 31.
(2) Certified instructor electrologist license
fee shall be $100 renewable biennially on October 31.
(3) School of practical electrology license fee
shall be $300 renewable yearly on October 31.
(h) The Board in its discretion may reinstate a
license upon an applicant's showing good cause and paying
all past due renewal fees and a $50 reinstatement fee.
(i) (1) An institution or school which desires to
conduct an education program to prepare students for the
profession of electrology shall apply to the State Board for
Higher Education for approval to do so and subsequently
submit evidence to the State Board of Electrologists
Examiners that:
(i) It is prepared to carry out a program
in theory of electrology education or a program in practical
training in electrology; and
(ii) It is prepared to meet the standards
established by this subtitle and by the Board.
(2) The Board shall evaluate the proposals of
institutions or schools desiring to conduct an electrology
program for students to study the profession of electrology
and the need in that area.
(3) A survey of the entire electrology
education program shall be made by the Board and the program
shall be listed as an approved electrology educational
program if in the opinion of the Board, the requirements for
an electrology program are met.
(4) From time to time as considered necessary
by the Board, the Board shall survey all electrology
