authorizing the expending, borrowing, and lending of
public funds and the issuance of bonds for certain
purposes; authorizing Baltimore County to exercise
additional power necessary and proper to implement the
powers granted herein; and generally relating to the
revitalization of certain areas in Baltimore County.

Revitalization"
Article 3 - Public Local Laws of Maryland
(1968 Edition and 1976 Supplement, as amended)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Code of Public Local Laws
of Maryland be repealed, amended, or enacted to read as
follows:

Article 3 — Baltimore County

TITLE 29A.

REDEVELOPMENT AND REVITALIZATION

29A-1.

IN ACCORDANCE KITH THE CONSTITUTION OF MARYLAND AND
PURSUANT TO THE PROCEDURE AND SUBJECT TO THE LIMITATIONS SET
FORTH IN THIS TITLE, FOR THE PURPOSES OF DEVELOPMENT,
REDEVELOPMENT, RENOVATION, REHABILITATION, OR
REVITALIZATION, BALTIMORE COUNTY, AS HEREINAFTER PROVIDED,
MAY DESIGNATE CERTAIN AREAS OF THE COUNTY AS REVITALIZATION
DISTRICTS, IF THE AREA HAS BEEN DESIGNATED ON AN ADOPTED AND
APPROVED MASTER PLAN FOR RESIDENTIAL, INDUSTRIAL,
COMMERICIAL, OR OFFICE USE TO BE IN NEED OF REDEVELOPMENT,
REHABILITATION, OR REVITALIZATION. THIS AUTHORITY MAY BE
IMPLEMENTED ONLY AFTER ENACTMENT BY BALTIMORE COUNTY OF A
LAW ESTABLISHING A PROCESS BY WHICH A REVITALIZATION
DISTRICT SHALL BE DESIGNATED. THAT PROCESS SHALL INCLUDE,
AT MINIMUM, THE FOLLOWING REQUIREMENTS:

(1)   THE BALTIMORE COUNTY EXECUTIVE AND THE
BALTIMORE COUNTY COUNCIL, PRIOR TO PROPOSING AN AREA FOP.
DESIGNATION AS A REVITALIZATION DISTRICT, SHALL CONSULT WITH
OWNERS AND LEASEHOLDERS OF PROPERTIES WITHIN THE PROPOSED
REVITALIZATION DISTRICT FOR THE PURPOSE OF EXPLAINING THE
PROPOSAL AND EXPLORING ALTERNATIVE METHODS OF ACCOMPLISHING
THE DESIRED GOALS.

(2)   THE REVITALIZATION DISTRICT SHALL BE
PROPOSED BY THE COUNTY COUNCIL, UPON RECOMMENDATION BY THE
COUNTY EXECUTIVE, BY RESOLUTION ADOPTED BY THE COUNTY
