proper, and [are further empowered], whenever in their
judgment[,] it may become necessary to do so, [to] MAY enter
into a contract or agreement with the persons, association
of persons or corporations [as] they may deem suitable, for
the removal, care and disposition of unlicensed dogs, or
licensed dogs which may create a menace to the safety,
security and property of the residents of [said] THE
counties, on the terms and conditions and for the
compensation that may be agreed to by the county
commissioners and the persons, associations of persons or
corporations.

(B)    In Washington County, the County Commissioners
are authorized to pay out of the fund claims for damages to
shrubbery and trees, and for damages to personal property of
any kind.

(C)    The provisions of this section dealing with the
maintenance of a separate fund designated "the dog license
fund" are not applicable to Harford and Allegany counties.

(D)    In Harford County, Howard County, and Allegany
County all moneys collected and all claims paid shall be
from general funds of the county.

(E)    IN CALVERT COUNTY ALL FUNDS DERIVED FROM THE
ISSUANCE OF LICENSES AND ALL FUNDS RECEIVED IN THE FORM OF
FEES FROM THE SEIZURE AND IMPOUNDING OF DOGS SHALL BE
REMITTED TO THE COUNTY TREASURER NOT LESS THAN ONCE EACH
MONTH AND SHALL BE A PART OF THE GENERAL FUNDS OF THE
COUNTY.

199.

(A)    Any person violating or refusing to comply with
any of the provisions of this subtitle [shall be] IS guilty
of a misdemeanor[,] and [upon conviction thereof before a
court of competent jurisdiction,] shall be fined [a sum of]
not less than [five dollars] $5 nor more than [twenty—five
dollars] $25 or shall be imprisoned in the county jail for
not more than [thirty] 30 days, or shall be both fined and
imprisoned [in the discretion of the court], [It shall be
the duty of the] THE State's attorney[,] and the sheriffs of
the several counties [of the State to] SHALL prosecute all
persons found violating the law by refusing to comply with
its provisions. [Provided that nothing in this]

(B)    IN CALVERT COUNTY THE FINE IS $50 OR 60 DAYS.

(C)    THIS subtitle [shall] DOES NOT apply to the City
of Baltimore, the City of Cambridge, or the City of
Crisfield.

(A) The provisions of this [subtitle shall be]
