[6.] (6) [an] AN owner, operator, or manager of a
local commercial business [.]; AND
[7.] (7) [a] A physician, engineer, dentist, lawyer,
scientist or other professional person.
(b) The Commissioners shall appoint one member to
serve until the first day of July, 1969, and until his
successor is appointed and qualified. Three members shall
be so appointed to serve until the first day of July 1970;
three members shall be so appointed to serve until the first
day of July 1971.
(c) During the month of June, 1969, and during the
month of June annually [thereafter] AFTERWARDS, the
Commissioners shall appoint a member to succeed the member
whose term will then next expire to serve for a term of
three [(3) ] years concurring on the first day of July thus
next following, and until his successor is appointed and
qualified. A member [shall be] IS eligible to succeed
himself.
(d) A vacancy in the office of a member, other than by
expiration, shall be filled in the manner as an original
appointment but only for the remainder of the term of the
retiring member. Members may be removed by the
Commissioners for cause. The Authority shall elect one of
its members as Chairman, one as Vice—chairman, one as
Treasurer, and one as Secretary. The secretary and
treasurer shall be bonded as the Authority directs. Five
[(5)] members of the Authority [shall] constitute a quorum,
but in [no] ANY case [shall any] action MAY NOT be taken by
an affirmative vote of less than four [(4)] members. [No]
A vacancy in the membership of the Authority [impairs] DOES
NOT IMPAIR the right of the quorum to exercise all rights
and perform all the duties of the Authority. All members of
the Authority may be reimbursed for their actual expenses
incurred in the performance in their duties.

A manager may be appointed by the Authority, and his
tenure of office shall be at the pleasure of the Authority.
The manager shall have sufficient training or experience
[and/] or have demonstrated his capability in the
administration and operation of industrial parks or in the
practice of industrial development. He [shall be] IS the
chief executive officer for the Authority and as [such] THAT
OFFICER shall direct and supervise the administrative
affairs and technical activities of the Authority for all
matters relating to the Industrial Park in accordance with
rules, regulations, and policies as set forth by the
Authority. It is the duty of the manager, among other
things:
[1.] (1) To attend all meetings of the Authority,
and to act as its recording secretary and keep minutes of
