(4) The identification, by formal designation,
if known, of matters on which the registrant expects to act
or employ someone to act in a manner which requires
registration as an executive branch lobbyist.
(b) Each registrant shall file with the Secretary of
State two reports under oath concerning his executive agency
lobbying activities, one report covering the period
beginning on November 1 through April 30, filed by May 31,
and one report covering the period beginning on May 1
through October 31 filed by November 30. If the registrant
is not an individual, an authorized officer or agent of the
registrant shall sign the form. Each registrant shall file a
separate activity report for each person from whom he
receives compensation. The report shall be on a form
provided by the Secretary of State and shall include:
(1) The total expenditures in each of the
following categories:
(i) Meals and beverages for executive
branch officials or their immediate family;
(ii) Special events for executive branch
officials or their immediate family; and
(iii) Gifts to or for executive branch
officials or their immediate family.
(2) The name of each official in the executive
branch or member of an official's immediate family who has
benefited from gifts with a cumulative value of $75 or more
during the reporting period given by the registrant or
anyone acting in behalf of the registrant, whether or not
the gifts were given in connection with the registrant's
lobbying activities. For the purpose of this subsection,
gifts of less than $15 per calendar day need not be counted
toward the cumulative value of $75, but if the cumulative
value of $75 is attained or exceeded each gift of $10 or
more thereafter shall be itemized by date, beneficiary,
amount or value, and nature of the gift.
(c) Each registrant shall obtain and preserve all
accounts, bills, receipts, books, papers, and documents
necessary to substantiate the reports required to be made
according to this section for two years from the date of
filing of the report containing these items. These materials
shall be available for inspection upon request by the Board
after reasonable notice.]
[13A. Violations of subtitle; liberal construction.
(a) Injunction. —(1) Upon receiving a report of
violation of this subtitle from the Maryland Public
Disclosure Board, or upon receiving a complaint, deemed by
the Attorney General to be justified, the Attorney General
shall file a petition in the appropriate circuit court for a
