(h) Enforcement. — The enforcement provisions of this
subtitle shall also pertain to the commissioners of the
Maryland-National Capital Park and Planning Commission, the
commissioners of the Washington Suburban Sanitary
Commission, and the commissioners of the Washington Suburban
Transit Commission and, upon issuance of a mandatory
injunction against a commissioner pursuant to this section
and subtitle, the appropriate commission shall suspend
payment of any salary or other compensation to the
commissioner pending full compliance with the terms of the
injunction.]

TITLE 5. LOBBYING DISCLOSURE.
[Lobbying]

[5. Definitions.

(a)   As used in this subtitle, the following terms have
the meanings indicated;

(b)   "Lobbyist" means any person who, within a
reporting period, in the presence of any official in the
legislative or executive branch, including the Governor, has
communicated with that official with the purpose of
influencing any legislative action and who either incurs
expenses of $100 or more or receives $500 or more as
compensation, other than the personal travel or subsistence
expenses of the person or representatives of the person, for
the purpose of influencing legislative action.

(c)   "Lobbying" means the performing of any act
requiring registration.

(d)   "Executive branch lobbyist" means any person who
expends a cumulative value of $75 or more during a reporting
period on an official in the executive branch for meals,
beverages, special events or gifts in connection with or
with the purpose of influencing executive branch activity.

(e)   "Compensation" means any money or thing of value
received or to be received by one acting as a registrant
from an employer, whether in the form of fee, salary,
expenses, forbearance, forgiveness, or any other form of
recompense, and any combination thereof. If compensation is
to be reported by or for a person whose lobbying is only a
portion of that person's employment, it is sufficient to
report a prorated amount based on the time devoted to
lobbying compared to the time devoted to his employment, and
to indicate that the amount reported is a prorated amount.

(f)   "Employer" means any person paying or agreeing to
pay compensation to a person as a registrant.

(g)   "Person" includes an individual, partnership,
association, corporation or any other organization or group
of persons.
