the Capital Debt Affordability Committee [pursuant to] UNDER
Section 26(b) (4) of Article 31. The projections shall be
prepared in accordance with the rules, regulations, and
procedures adopted by the Board under Section 5-301 OF THIS
SUBTITLE.

(2) The Board of Public Works or the interagency
committee on school construction shall notify [the] EACH
county boards BOARD [of education, the Board of School
Commissioners of Baltimore City,] and [the] EACH local
governing [bodies] BODY of the annual allocation of school
construction funds recommended to the Board of Public Works
by the Governor under the consolidated capital debt program
of Article 31. The notification shall be made immediately
after the Governor has recommended the allocations so that
[the counties and Baltimore City] EACH COUNTY may structure
[their] ITS respective school construction and capital
improvement priorities in accordance with the annual
allocation and any amendments [thereto].

(b) (1) Each plan shall provide for the education of
all handicapped children, including:

[(1)] (I) Those who are severely handicapped,
whose parents or guardians are domiciled in the county; and

[(2)] (II) [Upon] ON the referral of the State

Superintendent, those school age children WHO ARE in day
care centers THAT ARE under THE [jurisdication] JURISDICTION

of the Mental Retardation Administration, whose parents OR

GUARDIANS are domiciled in the county.

                  (2) Notwithstanding [the foregoing] PARAGRAPH

(1) OF THIS SECTION, for fiscal year 1978-1979 only, the

State Superintendent [of schools—may] SHALL allow a

jurisdiction of the Mental Retardation Administration

[upon] ON application for good—cause by the county [or

GOOD cause may include[, but is not limited to,] the lack

of:

school placement.

(II) [the lack of] appropriate—alternate

(II) THOSE SCHOOL-AGED CHILDREN WHO ABE IN
DAY-CARE CENTERS WHICH WERE PREVIOUSLY PONDED BY THE MENTAL
RETARDATION ADMINISTRATION AND FOR WHOM AN EXCEPTION WAS
GRANTED FOR FISCAL YEAR 1978-1979 WHOSE PARENTS OR GUARDIANS
ARE DOMICILED IN THE COUNTY.

(2) NOTWITHSTANDING PARAGRAPH (1) OF THIS

SECTION, FOR FISCAL YEAR 1979-1980 ONLY, THE STATE

(I) available budget funds; or
