(4) The nature of the proposed action that the
Administration is to consider:
(5) The right of a party to the hearing to be
represented by counsel; [and]
(6) THE RIGHT OF ANY PARTY TO A HEARING TO HAVE
THE ADMINISTRATION SUMMON ANY PERSON WHO ALLEGES THAT THE
LICENSES IS AN UNSAFE DRIVER AND REQUIRE—THAT PERSON TO
TESTIFY UNDER OATH; AND
[(6)] (7) If a licensee is a party to the
hearing, the right of the Administration, on failure of the
licensee to appear, to order a suspension of his license or
privilege until he appears for a hearing.

A party to a hearing has the right to:
(1) Be represented by counsel;
(2) Cross examine witnesses;
(3) Inspect and copy all—evidence to be
introduced;[and]
(5) HAVE THE ADMINISTRATION SUMMON ANY PERSON
WHO ALLEGES THAT THE LICENSEE IS AN UNSAFE DRIVER AND
REQUIRE THAT PERSON TO TESTIFY UNDER OATH.
Suspension and Revocation of Driver's License
FOR the purpose of providing that the Motor Vehicle
Administration may not suspend or revoke a person's
driver's license for certain causes unless persons
making allegations are identified and the licensee is
given the opportunity to cross—examine those persons at
a hearing.
