shall take effect July 1, 1979.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT concerning

Historical Watercraft License Identification Plaque

FOR the purpose of providing for a historical watercraft
license identification plaque for boats of a certain
age and in a certain condition, to be issued by the
Department of Natural Resources; providing for a
certain fee for the license identification plaque;
providing for the Department of Natural Resources to
issue a special license plate identification plaque to
be displayed on the historical watercraft; and
generally relating to the licensing identifying of
historical watercraft.
