AN ACT concerning
Calvert County - Road Construction Districts
FOR the purpose of requiring the County Commissioners of
Calvert County to determine whether interest shall be
charged property owners along with payment of costs of
a road construction or repair project; and excluding
certain interest and other charges from the benefit
charge fixed and levied upon real property to meet the
costs of a road construction project; authorizing the
County Commissioners to agree and purchase land for the
road construction district; deleting reference to
acquisition of property by the execution of deeds or by
a condemnation proceeding; and making this Act an
emergency measure.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article 25 - County Commissioners
155A.
(a) The County Commissioners of Calvert County, by
ordinance, may provide for the establishment of road
construction districts. Two thirds of the property owners
along the road route may present a written petition to the
County Commissioners requesting the creation of a road
construction district and requesting a road construction or
repair project.
(b) The County Commissioners shall set up a public
hearing, shall notify the owners of real property in the
proposed district of the time and place of the hearing by
mailing a notice of the hearing addressed to each owner at
his or her address as shown on the assessment records, and
by giving notice of the time and place of the hearing in two
newspapers of general circulation in the county for two
consecutive weeks. At such hearing, the Commissioners shall
determine the scope of the project and shall advise the
property owners of the approximate cost and estimated
