FOR the purpose of requiring the licensing of commercial
fishing guides; altering the license fee for commercial
hook-and-line fishing licenses; changing the
requirements for the use of gill nets for fishing in
the Chesapeake Bay and tributaries; prohibiting the use
of gill nets in parts of the Chesapeake Bay at certain
times; amending the restrictions on fishing within
1,200 feet of the William Preston Lane, Jr., Memorial
Bridge; changing the minimum size for striped bass in
parts of the Chesapeake Bay and its tributaries at
certain times; and generally relating to fishing.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article - Natural Resources
4-210.
(A) ANY PERSON WHO DESIRES TO ACCEPT DIRECT OR
INDIRECT CONSIDERATION FOR PROVIDING SERVICES AS A FISHING
GUIDE SHALL OBTAIN A COMMERCIAL FISHING GUIDE LICENSE.
(B) A PERSON DESIRING A COMMERCIAL FISHING GUIDE
LICENSE SHALL APPLY ANNUALLY ON FORMS PROVIDED BY THE
DEPARTMENT AND PAY A FEE OF $10. UPON RECEIPT OF THE
APPLICATION AND LICENSE FEE THE DEPARTMENT MAY ISSUE THE
LICENSE. A COMMERCIAL FISHING GUIDE LICENSE EXPIRES ON
DECEMBER 31 EACH YEAR.
(C) A COMMERCIAL FISHING GUIDE SHALL BE REQUIRED TO
SUBMIT REPORTS MONTHLY ON FORMS PROVIDED BY THE DEPARTMENT.
(D) IN ADDITION TO ANY OTHER PENALTY PROVIDED IN THIS
TITLE, THE DEPARTMENT MAY REVOKE OR SUSPEND FOR A PERIOD OF
NOT LESS THAN 10 DAYS, ANY COMMERCIAL FISHING GUIDE LICENSE,
AFTER A HEARING ON AT LEAST 10-DAYS NOTICE TO THE LICENSEE,
ON THE FOLLOWING GROUNDS:
