shall find that the most expeditious method of acquiring the
said land for the national monument would be to transfer and
donate the necessary funds to the United States for such
purposes, the Board may transfer and donate to the United
States, on behalf of the State of Maryland, any of the funds
which are available or which may hereafter become available
to it for purposes of this section upon condition that such
funds, when so conveyed to the United States, shall be used
solely by the United States for the acquisition of land and
interests in land, and expenses incidental thereto, required
for establishment of the Harpers Ferry National Monument.]

SECTION 2. AND BE IT FURTHER ENACTED, That the Board
of Public Works may purchase or acquire otherwise, in its
discretion, in the name of the State of Maryland, out of any
funds which may be set aside for such purchases, the land
and interests in land which are necessary to be acquired for
establishment of the Harpers Ferry National Monument,
authorized to be established by the act of Congress approved
June 30, 1944, (58 Stat. 645). Upon acquisition of the
properties, the Board of Public Works is authorized to
convey all right, title, and interest therein whatsoever
held by the State of Maryland to the United States for
purposes of the Harpers Ferry National Monument. In the
event the Board of Public Works finds that the most
expeditious method of acquiring the land for the national
monument would be to transfer and donate the necessary funds
to the United States for such purposes, the Board may
transfer and donate to the United States, on behalf of the
State of Maryland, any of the funds which are available or
which may hereafter become available to it for purposes of
this section upon condition that such funds, when so
conveyed to the United States, shall be used solely by the
United States for the acquisition of land and interests in
land, and expenses incidental thereto, required for
establishment of the Harpers Ferry National Monument.

SECTION 3. AND BE IT FURTHER ENACTED, that the
provisions of this Act do not alter in any manner any action
taken prior to the effective date of this Act by the Board
of Public Works with regard to the Harpers Ferry National
Monument.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1978.
