(1) the failure of both S.B.
514 and H.B. 851, (2) the
enactment of S.B. 435 and/or
H.B. 766, and (3) the enact-
ment of S.B. 731 and/or H.B.
1168, to provide the
required funds for addi-
tional State credits for the
elderly and a new program of
property tax credits to all
eligible homeowners regard-
less of age.
