REQUIREMENTS OF ARTICLE III, SECTIONS 34 AND 52 OF THE STATE
CONSTITUTION; HOWEVER, THE AUTHORIZATION OF A STATE DEBT TO
FUND THE CONSOLIDATED LOAN BUDGET OR PART OF IT SHALL BE
DEEMED TO BE A SINGLE PURPOSE, OBJECT, AND SUBJECT WITHIN
THE MEANING OF THOSE SECTIONS OF THE CONSTITUTION.

(D) THE CONSOLIDATED LOAN BUDGET SHALL CONTAIN A
COMPLETE PLAN OF THE PROPOSED PROJECTS TO BE FUNDED BY THE
ACCOMPANYING BILL OR BILLS, AND SHALL SHOW THE AMOUNT OF
FUNDS, BY DOLLAR AMOUNT AND PERCENT, ALLOCATED TO GENERAL
CONSTRUCTION PROJECTS, SCHOOL CONSTRUCTION PROJECTS, AND
OTHER SPECIAL PROJECTS.

28. INTERPRETATION OF SUBTITLE.

THIS SUBTITLE:

(1)    APPLIES ONLY TO GENERAL OBLIGATION STATE
DEBT, AND NOT TO REVENUE BONDS OR OTHER OBLIGATIONS OR
AUTHORIZATIONS THAT DC NOT PLEDGE THE FULL FAITH AND CREDIT
OF THE STATE;

(2)    DOES NOT AFFECT THE ABILITY OF THE GOVERNOR
TO SUBMIT AMENDMENTS TO THE CONSOLIDATED LOAN BUDGET OR THE
ACCOMPANYING BILL AFTER ITS SUBMISSION TO THE GENERAL
ASSEMBLY, OR TO SUBMIT, IN LIEU OF SUCH AMENDMENTS, SEPARATE
DEBT AUTHORIZATION BILLS, IF HE DEEMS IT ADVISABLE;

(3)    DOES NOT AFFECT THE ABILITY OF THE GENERAL
ASSEMBLY TO CONSIDER DEBT AUTHORIZATION BILLS APART FROM THE
CONSOLIDATED LOAN BUDGET AND BILL; AND

(4)    SHALL OTHERWISE BE LIBERALLY CONSTRUED TO
ACCOMPLISH ITS PURPOSE.

SECTION 2. AND BE IT FURTHER ENACTED, That section(s)
of the Annotated Code of Maryland (as enacted by Chapter

____ of the Acts of the General Assembly of 1978) be

repealed, amended, or enacted to read as follows:

Article - Education

5-302.

(D) (1) THE INTERAGENCY COMMITTEE ON SCHOOL
CONSTRUCTION SHALL PREPARE PROJECTIONS OF SCHOOL
CONSTRUCTION AND CAPITAL IMPROVEMENT NEEDS FOR SUBMISSION TO
THE CAPITAL DEBT AFFORD ABILITY COMMITTEE PURSUANT TO SECTION
26(B)(4) OF ARTICLE 31. THE PROJECTIONS SHALL BE PREPARED
IN ACCORDANCE WITH THE RULES, REGULATIONS, AND PROCEDURES

ADOPTED BY THE BOARD UNDER SUBSECTION (D) OF THIS SECTION

SECTION 5-301.

(2) THE BOARD OF PUBLIC WORKS OR THE
INTERAGENCY COMMITTEE ON SCHOOL CONSTRUCTION SHALL NOTIFY
THE COUNTY BOARDS OF EDUCATION, THE BOARD OF SCHOOL
COMMISSIONERS OF BALTIMORE CITY, AND THE LOCAL GOVERNING
