under the provisions of §§ 27U-27AD, inclusive, of this
subtitle shall be in the State of Maryland to the benefit

and use of the University of Maryland.

(b) The State of Maryland hereby consents to the use
of any lands owned by it which may be suitable and necessary
for the construction or operation of any of the buildings
and facilities authorized by the provisions of §§ 27U—27AD,
inclusive, of this subtitle.

27AD. Same—Liberal construction; severability.

(a)   The provisions of §§ 27U-27AD, inclusive, of this
subtitle being necessary for the welfare of the State and
its inhabitants, shall be liberally construed to effect the
purposes thereof.

(b)   The provisions of §§ 27U-27AD, inclusive, of this
subtitle are severable, and if any of such provisions shall
be held unconstitutional by any court of competent
jurisdiction, the decision of such court shall not affect or
impair any of the remaining provisions.

REVISOR'S NOTE: These §§ 27U through 27AD are identical
to Art. 77A, §§ 270 through 27AD.

They are transferred to the Session Laws for the
reasons stated in the General Revisor's Note to
Title 13, Subtitle 1 of the Education Article.

They are placed under a subtitle for ease of
identification.

VII. MORGAN STATE UNIVERSITY.

71. Definitions.

(a)   As used in this subtitle, the following words have
the meanings indicated.

(b)   "Resolution" means a resolution adopted by a
majority of the members of the board of Morgan State
University.

(c)  "Costs" means (1) the cost of construction, (2) the
cost of the acquisition of all land, rights-of—way, property
rights, easements and interests acquired by the board of
Morgan State University for construction, (3) the cost of
all machinery and equipment, financing charges, interest
prior to and during construction and for one year after
completion of construction, (4) the cost of engineering and
legal expenses, plans, specifications, surveys, estimates of
costs and revenue, and other expenses necessary or incident
to determining the feasibility or practicability of
construction of any project, (5) administrative expenses,
and other expenses necessary or incident to the construction
of any project, the financing of construction and the
placing of any project in operation.
