SUBTITLE 2. GENERAL PROVISIONS.

1-201. FREE SCHOOLS.

THERE SHALL BE THROUGHOUT THIS STATE A GENERAL SYSTEM
OF FREE PUBLIC SCHOOLS ACCORDING TO THE PROVISIONS OF THIS
ARTICLE.

The only changes are in style.

For constitutional requirements concerning the
establishment of free public schools, see Article
VIII, §1 of the Maryland Constitution.

1-20 2. ARTICLE IS APPLICABLE TO BALTIMORE CITY.

UNLESS BALTIMORE CITY EXPRESSLY IS EXCEPTED, THE
PROVISIONS OF THIS ARTICLE APPLY TO BALTIMORE CITY.

sentence of Art. 77, §142(b).

The only changes are in style.

The present specific exceptions for Baltimore
City, which are contained in Art- 77, §56D(a),
are incorporated as new subsections in the
affected sections. Wherever Baltimore City is
excepted from a provision of this article, this
exception is noted in that section or subsection.

The provisions of present Art. 77, §142(b) that
refer to "county boards" and "county
superintendents" as including their counterparts
in Baltimore City now appear in the definitions
in §§ 1-104 and 1-105 of this title,
respectively.

2-101. DEPARTMENT ESTABLISHED.

THERE IS A STATE DEPARTMENT OF EDUCATION, ESTABLISHED
AS A PRINCIPAL DEPARTMENT OF THE STATE GOVERNMENT.
