amend Section 29-49, title "Rent control scope," of
Article VI, title "Rent Controls," to redesignate
subsections (i) and (j) as subsections (j) and (k)
respectively and by adding a new subsection (i) to
provide that the system of rent controls shall not
apply to dwelling units occupied by tenants
participating in the federal government's Section Eight
Housing Assistance Payments Program and whose owners
receive housing assistance on behalf of those eligible
tenants; to amend Section 29-50, title "Definitions,"
of Article VI, title "Rent Controls," by adding new
definitions, "Section Eight Market Rent" and "Section
Eight Housing Assistance Payments Program".

AN ACT to repeal Article V, title "Contracts, purchases and
sales," and Sections 20-22 through 20-44 inclusive, all
of Chapter 20, title "Finance", of the Montgomery
County Code 1972, as amended, and to enact a new
Chapter 11B, title "Contracts, Purchases and
Dispositions", to follow immediately after Chapter 11A
of the Montgomery County Code 1972, as amended, to
define words and phrases used in this Chapter; to state
the purpose of this Chapter; to require contractual
provisions for non—discrimination in employment by
County contractors; to establish procedures dealing
with capital improvement projects; to specify that the
availability of unencumbered funds must be certified
prior to the issuance of any contract; to provide that
contracts or purchases may be voidable; to authorize
the County Council to engage in certain contracts; to
provide for multi—year contracts; to authorize
emergency purchases; to prohibit certain contracts; to
establish procedures dealing with the competitive
bidding, formal bid procedures, competitive
negotiation, sole source purchases and contracts, and
purchase of patented or proprietary articles; to
establish procedures for open market procurement; to
establish procedures dealing with contracts for
professional services, general review requirements,
Council contractor qualification and selection
committee, public announcement process, contractor
selection process, and cost and pricing data; to
establish a procedure for architect-engineer services;
to provide procedures dealing with contract
administration, to delineate the powers and duties of
the Chief Administrative Officer, to establish a
contract review committee, to provide for departmental
responsibilities, to require reporting on
non-competitive negotiations, to allow County access to
contractor plant records, and to authorize the County
to establish testing and inspection requirements, to
