liabilities owed to persons who are regulated,
inspected, or licensed by the County and liabilities
not in excess of One Hundred Dollars ($100) regardless
of to whom owed; to eliminate the requirement for
reporting certain interests held by the father, mother,
brother or sister of the person making the statement so
as to make the standards and requirements of this
Chapter more closely conform to Chapter 3 of the 1973
Acts of the General Assembly; to require candidates and
persons holding certain elective offices in Montgomery
County to disclose interests in bonds and other
securities issued by certain municipal corporations; to
require reporting of any direct or material interest of
the spouse or child of the person making the statement
which is affected by said person's official conduct;
and to provide for the confidentiality of certain
reports submitted under the Chapter and specify
penalties for violation thereof.

Chapter 27
AN ACT to add a new Article IV, title "Employer—Employee
Relations Act," to Chapter 33, title "Personnel" of the
Montgomery County Code, 1972, as amended, to provide
for the election and certification of employee
organizations for the purposes of meeting with County
officials concerning conditions of employment and the
resolution of grievances; to provide for the
designation of employee units from which such employee
organizations are elected and which such organizations
represent; to provide for the recognition of such
employee organizations by the County; to provide for
the preparation of position papers by the County and
such employee organizations; to provide for procedures
for the decertification of employee organizations; to
define certain terms; to provide for the Chief
Administrative Officer to finally resolve disputes
arising under this Article; to specify responsibilities
of the County and the employee organizations; to
provide for the protection of those County employees
who choose not to become members of an employee
organization; and to provide for the retention of
existing personnel laws and regulations and the option
of any employee to pursue a grievance through
procedures set forth herein.
