(c) Section 308 entitled "Ordinances, Resolutions and
Bylaws" enabling the Board of Town Commissioners to pass
ordinances, resolutions and by laws necessary to promote and
preserve the public health, safety and welfare.
(d) Section 307 entitled "Files of Ordinances"
providing for ordinance files in the Office of the Town
Administrator open to public inspection.
(e) Section 401 entitled "General Powers" is a new
Section replacing Sections 117, 121, 123, 126, 138-141,
144-159 and 164-166 of the present Charter and provides for
the powers of the Board of Town Commissioners. It contains
all those powers delegated to municipalities by the State
Legislature and contained in Article 23A, entitled
"Corporations-Municipalities," and Article 23B, entitled
"Municipal Corporation Charter," Article 81 entitled
"Revenue and Taxes," and Article 43 entitled "Health" of the
Annotated Code of Maryland and contains in addition those
powers suggested by Article 23B "Municipal Corporation
Charter" as being appropriate for exercise by municipal
government. Sections 117, 121, 123, 126, 138-141, 144-159
and 164-166 of the present Charter are being totally deleted
and replaced by Section 401. This section also includes the
content of Sections 122, 123, 125, 138, 142, and 143 of the
present Charter of the Town of Bel Air.
(f) Section 502 (b) entitled "Absentee Voting
Procedures for Applying for Voting" and providing power in
the Board of Town Commissioners to enact such procedures.
(g) Section 503 entitled "Board of Election Judges"
and providing for the removal of Election Judges.
(h) Section 505 entitled "Appeal" and allowing an
appeal to the Board of Town Commissioners from decisions of
the Board of Election Judges and further appeal to the
Circuit Court.
(i) Section 508 entitled "Preservation of Ballots"
provides for preservation of ballots for at least 6 months
after an election.
(j) Section 509 entitled "Regulation and Control"
grants power to the Board of Town Commissioners to pass an
election ordinance or resolutions governing elections.
(k) Section 510 entitled "Penalties" provides that
violation of Charter sections or ordinances governing
elections shall be guilty of a misdemeanor.
(l) Section 901 entitled "Town Attorney" providing
the position of Town Attorney.
(m) Section 902 entitled "Retirement System"
providing the Board of Town Commissioners with power to
establish a retirement system for Town Officers and
Employees.
