(b)    Resolution #28 of the Commissioners of the Town
of Bel Air to amend the Town Charter to provide for the
staggered election of Commissioners every two years and
increase the term of the office of Commissioner from two to
four years.

(c)    Resolution #31 of the Commissioners of the Town
of Bel Air to amend the Town Charter by changing the age
qualification for voters in Town elections from twenty one
years to eighteen years.

(d)    Resolution #35 of the Commissioners of the Town
of Bel Air to amend the Town Charter by providing a $1200.00
annual salary for Commissioners and an $1800.00 annual
salary for the Chairman of the Board of Commissioners.

(e)    Resolution #36 of the Commissioners of the Town
of Bel Air to amend the Town Charter by providing for the
office of the Town Administrator and providing for his
duties and by deleting from the Charter Section 107
providing for the annual appointment of a Clerk, Treasurer,
Chief of Police and a Superintendent of Public Works, and
deleting Sections 108, 109, 110 and 111 providing duties for
these positions, and deleting Section 112 empowering the
Commissioners to appoint other officers and deleting Section
116 providing for the terms of office of the Clerk, the
Treasurer, the Chief of Police, and the Superintendent of
Public Works.

(f)    Resolution #57 of the Commissioners of the Town
of Bel Air to amend the Town Charter and more particularly
Section 128(L) thereof, by providing that appropriations
lapse at the end of a budget year and funds unexpended
become unencumbered and may be retained as a contingency
fund not to exceed fifty thousand dollars ($50,000.00) by
removing the fifty thousand dollar limitation.

(g)    Resolution #39 of the Commissioners of the Town
of Bel Air to amend the Town Charter to eliminate the
requirement that voters of the Town be registered voters in
Harford County, and to eliminate the requirement that a
Commissioner have $1,000 worth of property assessed on the
tax books of the Town.

(h) Resolution #40 and #45 of the Commissioners of
the Town of Bel Air to amend the Town Charter to provide for
Absentee Voting in Town Elections.

(i) Resolution #41 of the Commissioners of the Town
of Bel Air to amend the Town Charter to provide the Board of
Town Commissioners with power to impose penalties of $100 or
ninety days in jail, or both, for violation of Town
Ordinances or Resolutions.

(j) Resolution #43 of the Commissioners of the Town
of Bel Air to amend the Town Charter to provide for billing
of sewer service rates and to make such bills liens on real
