Transportation.

(a)    The Interagency Committee on
Specialized Transportation is created. It
consists of [Frederick L. Dewberry, Executive
Assistant to the Governor, as Chairman,] A
CHAIRMAN APPOINTED BY THE GOVERNOR; the
Secretaries of Health and Mental Hygiene,
Transportation, [Employment and Social Services, ]
AND HUMAN RESOURCES; the Director on Aging; and
the heads of such other State agencies as the
Chairman may designate.

(b)    The Committee shall develop an
overall effective plan to provide transportation
services meeting the special needs of handicapped
and elderly persons which will make the maximum
use of available federal funds. In its
development of the plan, it shall identify
existing private nonprofit corporations and
associations providing transportation services
meeting the special needs of handicapped and
elderly persons, and encourage the establishment
of new ones.

(c)    The Committee shall also coordinate
the efforts and activities of those State
agencies involved in providing for these special
transportation services.

2. Particular Role of Director on Aging.

The Director on Aging is hereby designated
as the person responsible for the overall
management of the plan and the expenditure of
federal funds in accordance with it. Subject to
the provisions of Paragraph 3, he shall accept
and provide for the expenditure of funds, grants,
and services pursuant to Section 16(b) (2) of the
Federal Aid Highway Act of 1973.

3.     Particular Role of Secretary of

Transportation.

The Secretary of Transportation shall act
as the applicant on behalf of the Director on
Aging and the other State agencies in securing
funds, grants, and services from the Federal
Department of Transportation pursuant to Section
16(2) of the Federal Aid Highway Act of 1973.

4.     Cooperation of State Agencies.

All State agencies within the Executive
