EXECUTIVE ORDER OF OCTOBER 14, 1977

SURPLUS PROPERTY
WHEREAS, On October 17, 1976, the President of the United
States signed into law Public Law 94-519, an amendment
to the Federal Property and Administrative Services Act
of 1949, authorizing the donation of surplus personal
property of the Federal Government to public agencies
of the State for certain public purposes; and
WHEREAS, Such surplus personal property is currently
distributed in Maryland by the Maryland State Agency
for Surplus Property, a unit of the University of
Maryland, pursuant to the authority granted by an
Executive Order dated December 21, 1964; and
WHEREAS, Public Law 94—519 requires such surplus personal
property to be transferred by the Federal Government to
the State agency designated under State law as the
agency responsible for the fair and equitable
distribution within the State, through donation, of the
transferred surplus property; and
WHEREAS, Public Law 94-519 further requires the State to
develop a detailed State plan of operation which shall
be submitted by the Governor to the Federal Government
in conformity with the requirements of Public Law
94-519; and
WHEREAS, Public Law 94-519 requires the Governor to
approve and submit a temporary State plan of operation
if the General Assembly has not developed a State plan
by July 14, 1977; and
WHEREAS, The Maryland State Agency for Surplus Property
has developed and submitted to me a temporary State
plan of operation which conforms in all respects to the
requirements of Public Law 94—519, and which I have
approved and submitted pursuant to Public Law 94—519;
and
WHEREAS, The temporary State plan of operation provides
that the Maryland State Agency for Surplus Property
shall be redesignated as the official State agency for
purposes of Public Law 94—519;
NOW, THEREFORE, I, BLAIR LEE III, ACTING GOVERNOR OF
MARYLAND, PURSUANT TO THE AUTHORITY VESTED IN ME BY
ARTICLE II, SECTIONS 6(B) AND 24 OF THE MARYLAND
