the structure of the educational system in Maryland, as
revised by Chapters 538 and 539 of the Laws of 1976;
and
WHEREAS, The current designation of the Department of
Education no longer reflects the needs of Maryland
veterans in areas of apprenticeship and on—the—job
training programs;
NOW, THEREFORE, I, BLAIR LEE III, ACTING GOVERNOR OF
MARYLAND, PURSUANT TO THE AUTHORITY VESTED IN HE BY
ARTICLE II, SECTIONS 6(B) AND 24 OF THE MARYLAND
CONSTITUTION, BY ARTICLE 41, SECTION 15CA OF THE
ANNOTATED CODE OF MARYLAND, AND BY TITLE 38, CHAPTER
36, SECTION 1771(a) OF THE UNITED STATES CODE
ANNOTATED, HEREBY PROMULGATE THE FOLLOWING EXECUTIVE
ORDER, EFFECTIVE OCTOBER 1, 1977:
1. (a) The authority previously
conferred upon the Maryland State Department of
Education under 38 U.S.C.A. § 1771(a), to act as
the State approving agency under Veterans
Administration law is rescinded.
(b) The State Board for Higher
Education is designated as the State approving
agency under 38 U.S.C.A. § 1771(a) for the
approval of educational courses offered to
veterans by institutions of higher education and
postsecondary education pursuant to Veterans
Administration law and for the approval of all
courses and training programs for veterans, other
than those designated in paragraph (1) (c) .
(c) The Maryland Apprenticeship and
Training Council is designated as the State
approving agency under 38 U.S.C.A. § 1771(a) for
the approval of apprenticeship training programs
and on-the—job training programs available in
Maryland pursuant to Veterans Administration law.
2. Every program of apprenticeship or
on—the—job training for veterans which is
currently approved by the Maryland State
Department of Education shall continue to be so
approved by the Maryland Apprenticeship and
Training Council, subject to continued compliance
with the Veterans Administration laws governing
such approval.
3. The Maryland Apprenticeship and
Training Council shall continue to accept for
approval, for the purpose of receiving veterans'
benefits, those apprenticeship and on-the-job
