EXECUTIVE ORDERS
3. This Executive Order does not affect the
current authority and responsibility of the
Department of Health and Mental Hygiene with
respect to the investigation of suspected fraud
or overpayment of benefits under programs
administered by it, or of the State Income
Maintenance Investigative Unit in the Department
of Public Safety and Correctional Services for
the conduct of any of these investigations in
cooperation with the Social Services
Administration and the Department of Health and
Mental Hygiene.

APPROVAL OF VETERANS' PROGRAMS
WHEREAS, The Maryland State Department of Education was
designated in 1966 as the State agency responsible
under Veterans Administration laws for the approval for
veterans* benefits of training programs offered to
veterans by institutions in Maryland; and
WHEREAS, The training programs available to Maryland
veterans include not only traditional educational
courses offered by State institutions of higher
education but also occupational training programs
offered both by institutions and private employers, in
the form of apprenticeship and on—the—job training
courses; and
WHEREAS, The Maryland Apprenticeship and Training Council
was created by the Maryland General Assembly for the
purpose of formulating policies and standards for
apprenticeship and on—the—job training programs for
apprenticeable occupations in Maryland; and
WHEREAS, The delivery of services to Maryland veterans
will be better served by the designation of a single
agency to approve apprenticeship and on-the—job
training programs for veterans' benefits, while also
establishing standards and policies for the
registration of such programs in apprenticeable
occupations for all Maryland citizens, veteran and
non-veteran; and
WHEREAS, The current designation of the Maryland
Department of Education as the State approving agency
under Veterans Administration law no longer reflects
