FOR the purpose of authorizing a Maryland income taxpayer to
itemize his deductions on his State income tax return,
regardless of his election to use the standard
deduction in determining his federal taxable income, as
if he had elected to itemize his deductions for federal
purposes; providing that this Act applies only to a
certain taxable year; providing for a reduction to the

amount of itemized deductions; providing that the

deductions may not exceed a certain amount; and

providing that this Act is an emergency measure.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1319.

This Administration bill authorizes a Maryland income
taxpayer to itemize his deductions on his State income tax
return, regardless of his election to use the standard
deduction in determining his federal taxable income.

Senate Bill 805, which was enacted by the General
Assembly and signed by me on April 3, 1978, is the companion
Administration measure which accomplishes the same purpose.

Therefore it is unnecessary for me to sign House Bill
1319.

FOR the purpose of deleting certain provisions that relate
to membership in the Employees' Retirement System, to
